The Department first operated in 1896 – as a Branch of the Department of Public Works, with responsibility for water supply and irrigation. In 1939 it was transformed into a separate Department with the name Department of Water Supply and Irrigation and in 1954 it was renamed to Department of Water Development, a name that it maintains until today. In 1960, with the establishment of the Republic of Cyprus, it joined the Ministry of Agriculture, Natural Resources and Environment. Gradually, it was reorganized into various Services as well as five District Offices in the cities, Nicosia, Limassol, Paphos, Larnaca and Famagusta. The purpose of the reorganization was the most effective implementation of the water policy of the newly formed Cypriot state. This structure is maintained to this day. The Department is responsible for the implementation of the water policy of the Ministry of Agriculture, Rural Development and Environment in order to rationally develop, protect and manage the water resources of Cyprus.

Το Τμήμα πρωτολειτούργησε το 1896 – ως Κλάδος του Τμήματος Δημοσίων ‘Εργων, με αρμοδιότητα την ύδρευση και άρδευση. Το 1939 μετατράπηκε σε ξεχωριστό Τμήμα με την ονομασία Τμήμα Υδατοπρομηθειών και Αρδεύσεων και το 1954 μετονομάστηκε σε Τμήμα Αναπτύξεως Υδάτων, ονομασία που διατηρεί μέχρι σήμερα. Το 1960, με την εγκαθίδρυση της Κυπριακής Δημοκρατίας, εντάχθηκε στο Υπουργείο Γεωργίας, Φυσικών Πόρων και Περιβάλλοντος. Σταδιακά, αναδιοργανώθηκε σε διάφορες Υπηρεσίες όπως επίσης σε πέντε Επαρχιακά Γραφεία στις πόλεις, Λευκωσία, Λεμεσό, Πάφο, Λάρνακα και Αμμοχώστου. Σκοπός της αναδιοργάνωσης ήταν η αποτελεσματικότερη εφαρμογή της υδατικής πολιτικής του νεοσύστατου κυπριακού κράτους. H δομή αυτή διατηρείται μέχρι σήμερα. Το Τμήμα είναι υπεύθυνο για την υλοποίηση της υδατικής πολιτικής του Υπουργείου Γεωργίας, Αγροτικής Ανάπτυξης και Περιβάλλοντος με σκοπό την ορθολογική ανάπτυξη, προστασία και διαχείριση των υδάτινων πόρων της Κύπρου.
